The server principal already exists sql 2016

Consider a server principal ‘foo’ that already exists in SQL Server. This principal has server_principal_id of 261. Now following server audit will write all the audit events (configured in audit specification) generated by this principal (with id 261) to file target.

I have an on-premises sql server database- (no azure) and I am looking for some software I can use to use rest and soap API, and either dump and/ or update my database. I know I can some of this in SQL but I am lacking the skill set and the time to develop it. (although, if you guys know of training, I would like to see it)
